North East Link

Design work is under way for the proposed North East Link project, together with studies on the existing environmental conditions.The North East Link project’s key elements, which are subject to ongoing design development, are described below.

  • North East Link: Completion of the ring road between the Eastern Freeway and the M80 Ring Road, including twin tunnels.
  • Eastern Freeway upgrades: New lanes and new technology on the Eastern Freeway.
  • Doncaster Busway: New Doncaster Busway with dedicated express bus lanes along the Eastern Freeway from Doncaster towards the city.

The North East Link Authority (NELA) is responsible for all aspects of the project including developing the business case, stakeholder and community engagement and procurement.

Environment effects statement

On 2 February 2018, the Victorian Minister for Planning declared the works proposed for the North East Link Project as ‘public works’ requiring an environment effects statement, including community consultation and an independent panel review to inform the Minister’s assessment and decision-making. The EES process provides for the analysis of potential effects on environmental assets and the means of avoiding, minimising or managing adverse effects. It also includes public involvement and the opportunity for an integrated response to a proposal. Read more information on the EES process.

EPA’s role

During the preparation of an EES, a technical reference group (TRG) with members from government agencies, local government and statutory authorities is appointed by the Department of Environment, Land, Water and Planning (DELWP) at the request of the Minister. The role of the TRG for the North East Link EES is to provide advice to North East Link Authority and DELWP on the preparation of the EES. Environment Protection Authority Victoria (EPA) is a member of the TRG, and our focus is to ensure potential impacts to the environment and human health are properly addressed.

The proposed North East Link project would trigger requirements for key approval applications, including an EPA works approval. A works approval would be required to allow construction and installation of tunnel ventilation structures near the exits of the tunnels.
