The Tullamarine landfill is located at Western Avenue, in the suburb of Melbourne Airport. During its operation, between 1973 and 2008 it was Victoria’s only hazardous waste landfill, receiving both solid and liquid wastes. The landfill was closed in 2008 but Cleanaway P/L, the landfill owner, is responsible for managing its ongoing, long-term rehabilitation.
Cleanaway operated the landfill under EPA licence HS346 until December 2009, when EPA replaced the licence with a post-closure pollution abatement notice. This requires Cleanaway to abide by key actions to ensure the landfill is properly remediated, including a range of auditor reviewed actions and tasks for the monitoring, reporting and management of:
An environmental audit of the landfill is also required to be conducted every three years.
Cleanaway also conduct a community consultation group to engage community in tracking the rehabilitation process at the landfill.
Community concern about the Tullamarine landfill has focused on the presence of large volumes of LNAPL (light non-aqueous phase liquid) in the waste mass, and some impacts to groundwater that have been identified offsite.
